As for the beta from what I've heard it's already closed and done only by russians.

There was a closed beta for some time in the past... it ended about a month ago actually. Then they said that there will be a second CB and players will be chosen from the beta testers in the first beta to test further. Still it would be required to go to Moscow and sign an agreement and then recieve a disk with a game version for the testing.

Anyone could participate in beta-test.
